Trying to understand the system

I've seen the new program that DHS is offering addressed in the past but I wanted to ask a question again. Why is it that it's okay for them to put a boy and a girl of 7 and 3 in the same room just because their paying the rent for 1 year?! If  a family moved into an apartment on their own and put the same two children in one room that would be considered child abuse or neglect how ever you want to put it. What makes the difference? How can that issue be addressed.
