The intent of the Americans with Disabilities Act is a noble one. It's a basic Constitutional law -- that we all should have equal rights and equal access.
The current Access-A-Ride System seems extremely inefficient. There has got to be a better way. Some solutions proposed by our expert, Jim Weisman:
1. Require that all new cabs are wheelchair accessible.
2. Require that all subway stations are accessible.
3. Encourage people with disabilities to use mass transit when it is feasible.
4. Have government provided swipe cards for the poor to use in cabs and limos.
5. Teach people that using Access-a-Ride when you really don't need it is like pulling a fire alarm when there's no fire -- you take valuable resources away from people who need it.

PhilGreat investigative report. I hope a copy of your report is being sent to the Mayor's office. He is so quick to cut the jobs of the police and firefighters while $451,000,000 of the city's money is being wasted on the Access-A-Ride program. A program that doesn't seem to be working. I'm not implying that the there shouldn't be a program for the disabled, but I think they need one that actually works and is not ripping off the city taxpayers, especially when that money can be used to save city jobs.
